Burkina Faso: Gunfire erupts again a day after second military coup this year

In Paris, the French Foreign Ministry condemned "the violence against our embassy with the utmost firmness", adding that "the safety of (its) compatriots" was its "priority".

These attacks "are the work of hostile demonstrators, manipulated by a campaign of disinformation against us," said spokeswoman Anne-Claire Legendre, "calling on all interested parties to ensure the security" of diplomatic buildings.

Reports on social media that France had given protection to Lieutenant Colonel Paul-Henri Sandaogo Damiba, the head of the junta who was deposed on Friday, helped to arouse the anger of pro-Traoré demonstrators. The reports were formally denied both by Paris and by Damiba himself.

A few hours before Damiba's dismissal was announced on Friday evening, several hundred people demonstrated in Ouagadougou to demand his departure. They also called for the end of France's military presence in the Sahel, and for military cooperation with Russia instead.

Moscow's influence has been growing in several French-speaking African countries in recent years, particularly in Mali and the Central African Republic.

The deposed leader came to power in January in a coup that toppled President Roch Marc Christian Kaboré, who was accused of ineffectiveness in the fight against jihadist violence.

But in recent months, attacks hitting dozens of civilians and soldiers have multiplied in the north and east of Burkina Faso, where towns are now under a blockade by jihadists.

Despite the tensions, a curfew imposed on Friday has been lifted, although the country's borders remain closed for the moment.

Protesters carry a Burkina Faso flag as soldiers stand atop a military vehicle during a demonstration in Ouagadougou on October 2, 2022.
Protesters carry a Burkina Faso flag as soldiers stand atop a military vehicle during a demonstration in Ouagadougou on October 2, 2022.
https://static.euronews.com/articles/stories/07/07/36/20/{{w}}x{{h}}_cmsv2_fb919e64-4a40-5478-adee-e121a066df80-7073620.jpg
https://video.euronews.com/mp4/med/EN/NW/SU/22/10/02/en/221002_NWSU_48480320_48482136_99080_201112_en.mp4
https://video.euronews.com/mp4/EN/NW/SU/22/10/02/en/221002_NWSU_48480320_48482136_99080_201112_en.mp4
"freeField1":null,"freeField2":"
"tweet2NdId":0
"titleListing1":"Gunfire in Burkina Faso a day after second military coup this year","titleListing2":"Burkina Faso: Gunfire erupts again a day after second military coup this year
The African Union has condemned the ouster of Lt. An internal security analysis for the European Union seen by The Associated Press said there was “abnormal military movement” in the city.

As uncertainty prevailed Saturday, the international community condemned the ouster of Lt. Col. Paul Henri Sandaogo Damiba, who overthrew the country’s democratically elected president in January. The African Union and the West African region bloc known as ECOWAS sharply criticized the developments.

“ECOWAS finds this new power grab inappropriate at a time when progress has been made,” the bloc said, citing the recent agreement Damiba had made to return to constitutional order by July 2024.

After taking power, Damiba made promises to end the Islamic extremist violence that has forced 2 million people to flee their homes in Burkina Faso. But a group of officers led by Capt. Ibrahim Traore said Friday that Damiba had failed and so was being removed as interim president.

The new junta leadership said it would commit “all fighting forces to refocus on the security issue and the restoration of the integrity of our territory.”

But it remains to be seen whether the junta can turn around the crisis. Concerns already were mounting Saturday, though, that the latest political volatility would further distract the military and allow the jihadis to strengthen their grip on growing swaths of the once peaceful country.

Earlier this month, Damiba had addressed the nation and told the Burkinabe people that “our efforts have begun to bear fruit at the military operational level.” Only two days later, a roadside bomb struck a military convoy in the north, killing at least 35 people.

This week, at least 11 soldiers were killed and 50 civilians went missing after gunmen attacked a supply convoy in Gaskinde, a commune in Soum province in the Sahel.

“Faced by the continually worsening security situation, we, the officers and junior officers of the national armed forces, were motivated to take action with the desire to protect the security and integrity of our country,” said the Friday statement read by junta spokesman Capt. Kiswendsida Farouk Azaria Sorgho.

“A meeting will be convened to adopt a new transitional constitution charter and to select a new Burkina Faso president be it civilian or military,” the statement continued.

Friday’s developments felt all too familiar in West Africa, where a coup in Mali in August 2020 set off a series of military power grabs in the region. Mali also saw a second coup nine months after the August 2020 overthrow of its president, when the junta’s leader sidelined his civilian transition counterparts and put himself alone in charge.

Chrysogone Zougmore, president of the Burkina Faso Movement for Human Rights, called the latest overthrow “very regrettable,” saying the instability would not help in the fight against the Islamic extremist violence.

“How can we hope to unite people and the army if the latter is characterized by such serious divisions?” Zougmore said. “It is time for these reactionary and political military factions to stop leading Burkina Faso adrift.”

Gunshots rang out Saturday in Burkina Faso's capital amid signs of lingering tensions a day after a group of military officers overthrew the man who had seized power in a coup only nine months earlier.

Roads remained blocked off in Ouagadougou, where a helicopter could be heard flying overhead. Sidsore Kaber Ouedraogo said the Patriotic Movement for Safeguarding and Restoration "has decided to assume its responsibilities before history.” The soldiers put an end to President Roch Marc Christian Kabore’s presidency because of the deteriorating security situation and the president’s inability to manage the crisis, he said.

It was not immediately known where Kabore was, and the junta spokesman said only that the coup had taken place “without any physical violence against those arrested, who are being held in a safe place, with respect for their dignity.”

A soldier in the mutiny, who spoke on condition of anonymity due to the sensitivity of situation, told The Associated Press that Kabore had submitted his resignation.

The new military regime said it had suspended Burkina Faso's constitution and dissolved the National Assembly. The country's borders were closed, and a curfew was in effect from 9 p.m. to 5 a.m.

Ouedraogo said that the country’s new leaders would work to establish a calendar “acceptable to everyone” for holding new elections without giving further details.

After the televised announcement, crowds took to the streets, cheering and honking car horns in support of the takeover. People hoped that the coup would ease the devastation they have endured since jihadist violence spread across the country.

“This is an opportunity for Burkina Faso to regain its integrity. The previous regime sunk us. People are dying daily. Soldiers are dying. There are thousands of displaced,” said Manuel Sip, a protester in downtown Ouagadougou. The army should have acted faster in ousting the president, he said.

After the overthrow of strongman Blaise Compaore in 2014, several people told the AP they no longer cared if they had a democratically elected leader. They just wanted to live in peace.

The communique read aloud on state broadcaster RTB was signed by the country’s apparent new military leader, Lt. Col. Paul Henri Sandaogo Damiba. He sat beside the spokesman without addressing the camera during the announcement.

United Nations Secretary-General Antonio Guterres called on coup leaders to lay down their arms. He reiterated the UN’s “full commitment to the preservation of the constitutional order” in Burkina Faso and support for the people in their efforts “to find solutions to the multifaceted challenges facing the country,” UN spokesman Stephane Dujarric said.

The UN chief said the military takeover was part of “an epidemic of coups around the world and in that region.”

The US State Department in a statement expressed deep concern about the dissolution of the government, suspension of the constitution and the detention of government leaders. “We condemn these acts and call on those responsible to deescalate the situation, prevent harm to President Kaboré and any other members of his government in detention, and return to civilian-led government and constitutional order,” spokesperson Ned Price said.

In a statement, Kabore's political party accused the mutinous soldiers of trying to assassinate the president and another government minister and said the presidential palace in Ouagadougou remained surrounded by "heavily armed and hooded men.”

The coup "is a signal of frustration and exasperation on the heels of a growing struggle to stem the threat of militants, cope with the degraded security structure, and an attempt to restore faith in the institution of the military,” said Laith Alkhouri, CEO of Intelonyx Intelligence Advisory, which provides intelligence analysis.

Gunfire erupted early on Sunday when soldiers took control of a major military barracks in the capital. In response, civilians rallied in a show of support for the rebellion but were dispersed by security forces firing tear gas. On Monday, groups of people celebrated again in the streets of the capital after reports of Kabore's capture.

Kabore was elected in 2015 after the popular uprising that ousted Compaore. Kabore was reelected in November 2020, but frustration has been growing at his inability to stem the jihadist violence. Attacks linked to al-Qaida and the Islamic State group have killed thousands and displaced more than an estimated 1.5 million people.

The military has suffered losses since the extremist violence began in 2016. In December, more than 50 security forces were killed and nine more died in November.

Mutinous soldiers told the AP that the government was out of touch with troops. Among their demands are more forces in the battle against extremists and better care for the wounded and the families of the dead.

About 100 military members have planned the takeover since August, according to one of the mutinous soldiers.

The West African regional bloc known as ECOWAS said in a statement that it was following events in Ouagadougou with “great concern.” The bloc has already suspended Mali and Guinea over military coups. Those coup leaders appear in no hurry to return their countries to civilian rule.

Burkina Faso has also seen its share of coup attempts and military takeovers, although it experienced a period of relative stability under Compaore, who ruled for 27 years until his ouster in 2014.

In 1987, Compaore came to power by force. And in 2015, soldiers loyal to him attempted to overthrow the transitional government put into place after his ouster. The army was ultimately able to put the transitional authorities back in power, who led again until Kabore won an election and took office.

Watch the full interview with Africanews reporter Ronald Kato in the video player, above.

More than a dozen mutinous soldiers declared Monday on state television that a military junta had seized control of Burkina Faso after detaining the democratically elected president following a day of gunbattles in the capital of the West African country.

The military coup in a nation that was once a bastion of stability was the third of its kind in the region in the last 18 months, creating upheaval in some of the countries hardest hit by Islamic extremist attacks.

Capt.

People cheer in support of putschist soldiers near the national television station in Ouagadougou, Monday, Jan. 24, 2022. went to the polls on Sunday in Burkina Faso for presidential and legislative elections that have been marred by ongoing extremist violence in this landlocked West African nation.

President Roch Marc Christian Kabore has promised to secure the country and is vying for another five years against 12 other candidates.

Kabore is expected to win but the opposition hopes to split the vote, depriving him of the 51 per cent support needed for an outright victory in the first round. It then plans to form a coalition behind the strongest opposition candidate for the second round of voting.

This election is a major test for the nation’s young democracy in the face of rising attacks. A failure to hold a peaceful, transparent election in this African nation of 21 million people could give extremist groups who accuse the government of being ineffective a boost, experts say. But violence has cut off large swaths of the country, leaving people unable to register or cast ballots.

A change in Burkina Faso’s electoral code this year means that election results will be valid even if people can’t vote in parts of the country. Civilians in hard-hit areas say they’re already being threatened not to vote by jihadis.

A "number of polling stations" have been closed because of "threats," Electoral Commission Chairman Newton Ahmed Barry said on Sunday.

"There are a number of polling stations that had opened in the east and in other regions that had to close because of the threats," he said without elaborating further. "Individuals have banned people from taking part in the vote," he added in a mid-day review, although he said, "on the whole (...) everything is going well".

In the capital Ouagadougou, dozens of people lined up at polling stations before sunrise Sunday.

Oumar Zorome, 55, was the first to vote in the city's Patte D’Oie district and is backing Kabore, who he says has built roads and is not responsible for the country's struggles with extremists.

"I’m voting for the change in this country that’s already been taking place to continue," he said.

With police guarding polling stations, poll worker Habibata Ouedraogo said everything was running smoothly so far but she was concerned about the insecurity.

"I’m worried that a voting station could be targeted," she said.

Kabore urged citizens to vote as he cast his ballot Sunday.

"I’m calling on all Burkinabe not to be lazy and go vote. Euronews met him during his first state visit to Paris.

Roch Kaboré: a quick biography

Roch Marc Christian Kaboré was sworn in as Burkina Faso’s president on December 29, 2015
In 1984, at just 27 years old, he became chief executive of the International Bank of Burkina
Throughout the presidency of Blaise Compaoré, he held several positions, including finance minister

In January 2014, he cut ties with Compaoré and founded the Movement of People for Progress (MPP)

Stéphane Parizot, euronews:
_Mister President, hello and welcome to Euronews. Just two weeks after you took office in late December, Burkina Faso was hit by terror attacks. On January 15, jihadists from Al Qaeda in the Islamic Maghreb struck at the heart of Ouagadougou, killing 30 people. How well is the country recovering from this attack?

Roch Kaboré:
“Thanks to the solidarity shown by our neighbors and friends, Burkina Faso recovered quickly. We decided not to be intimidated by this kind of event. Because it’s important we realize that we must live with that threat, and we must do everything we can to stop terrorism in our country.”

euronews:
Has this attack changed Burkina Faso’s society?

Roch Kaboré:
“Obviously it changed something in the behaviour of citizens: they are much more vigilant, much more careful, much more is being done in terms of security in key places in our country to ensure peace for our citizens.”

euronews:
What means does Burkina have today to tighten its borders and prevent jihadists from entering the country, for instance from Mali?

Roch Kaboré:
“The means we have today are collaboration between the security forces of Mali and Burkina Faso. We have decided of course to have joint patrols, but you know it’s over 1,000 kilometers… with France we are working on ways to guarantee the security of our borders and of the various West African countries.”

euronews:
France has said it would deploy security forces on Burkina’s soil, but without warning you and the country’s authorities. You told French authorities you weren’t happy about that, right after the announcement by the French interior minister… how do you perceive the role and the involvement of French forces within Burkina and West Africa?

Roch Kaboré:
“First I would like to avoid any misunderstanding. We have clarified this issue with the minister Mr Cazeneuve, whom we’ve met, and once again we expressed our discontent. We think French forces, which certainly have much more experience in this fight against terrorism, can initially help our armies be better structured, better organised to face that challenge. But in the end, we would need to be able to ensure our own safety without relying on French forces.

euronews:
Let’s continue with international issues. Are you, Mister President, watching the migration crisis unfolding in Europe, which is threatening the foundations of the European project? Are you critical of Brussels on this topic?

Roch Kaboré:
“We are following the crisis that’s unfolding within the European Union. And I’d say it’s first and foremost a financial crisis. Immigration is only a phenomenon added to that state of affairs. So for my part, I think it’s important that reforms be carried out. Institutions like the EU are typically very remote from populations. And all that people see in them is bureaucrats making decisions at the top, but in the end there’s little concern about the impact of these decisions on people. And I think that means we need to bring regional institutions – including in Africa – closer to the people, to be able to bring them the right solutions.

euronews:
Do you wish to boost cooperation with Europe, with Brussels?

Roch Kaboré:
“I think it’s necessary, it’s absolutely necessary that the cooperation we have today, and that’s what we’ve asked France… We asked not only for the backing of France but also more generally for lobbying at the European level, to get much more support from them too. And I must say it [Brussels] is a destination I will be heading to soon to plead the case of Burkina Faso, at the European level.

euronews:
Let’s now move on to an important aspect of the campaign that brought you to power in December, the economic and social situation of Burkina. You said, the day after you were elected, that your first priority would be to reorganise the army. Why this priority, given Burkina’s economic situation?

Roch Kaboré:
“It’s important that we overhaul the army – first so it can be a republican army, so it can be an apolitical army, and that it stick to its role, which is to defend Burkina Faso’s territory and people.”

euronews:
You’ve pledged to bring Burkina back to economic growth of more than 5 percent, as in the 2000’s. How can this challenge be met, knowing that the drop in the prices of gold and cotton, Burkina’s main exports, could get in your way this year?

Roch Kaboré:
“According to our forecasts, at least, we think in 2016 we will certainly have a growth rate of about 5.7 percent, which is also thanks to the policy we will be carrying out. We’ve pledged to bring down state expenses, and I would also like to highlight that, for us, the focus should not only be on education, but also on agriculture and farming. Because we think that in that sector there is enough space to create small and medium enterprises that would add value to Burkina Faso’s output.”

euronews:
Let’s now talk about the relations Burkina has with its neighbours, particularly Ivory Coast. These have been soured by your arrest warrants for Blaise Compaoré and Guillaume Soro. You’ve told a recent press conference you were not closing the door on diplomacy. How do you see the future of your relations with Ivory Coast?

Roch Kaboré:
“We’ve given the impression that these relations were soured, but I can assure you that between the peoples of Ivory Coast and of Burkina, but also between heads of states and governments, relations are absolutely excellent. We’ve simply decided it was perhaps best to step aside from ongoing judicial procedures.”

euronews:
Mister President, one last question that will throw you back to the past.
